In 1968, the first recruitment of junior command staff of paramilitary fire departments took place in the detachment. Two groups were staffed: the first - for the training of junior inspectors and assistant prevention instructors, the second - for the training of department commanders.

On February 16, 1970, the detachment was allocated a plot of 3.5 hectares for the construction of a complex of structures for the Training Fire Brigade for 150 people on Krasnoznamenaya Street in the Leninsky district of Voronezh. In 1974, with the active assistance of the fire brigade garrison, two new buildings were built at 231 Krasnoznamenaya Street. Cadets can improve their skills in the sports and wrestling room. Competitions are regularly held on the field of our own stadium with running tracks. A feature of the educational process at the IPSA State Fire Service of the Ministry of Emergency Situations of Russia is that students and cadets take an active part in eliminating emergencies of various types and extinguishing fires. in the central territories, starting from 1972, combined detachments of the educational institution extinguished fires. For the professional and decisive actions of the joint team of the institute in extinguishing forest-peat fires (2010) in the Ivanovo and Vladimir regions, 150 employees and cadets were awarded government awards and thanks from governors.

On April 29, 1967, the Minister of Public Order of the USSR N.A. Shchelokov signed an order to create a training detachment of paramilitary fire brigade in Voronezh. In 1968, the first recruitment of junior command staff of paramilitary fire departments took place in the detachment. Two groups were staffed: the first - for the training of junior inspectors and assistant prevention instructors, the second - for the training of squad commanders.

In 1974, with the active assistance of the fire brigade, two new buildings were built at 231 Krasnoznamenaya Street. The detachment moved to a new location and was almost immediately renamed the Junior and Middle Command Training School. In October 1984, the School was renamed the Training Center of the Ministry of Internal Affairs of the USSR, on the basis of which the Voronezh Fire-Technical School was created in 1993.

Currently, the institute has gathered within its walls highly qualified specialist teachers who have extensive experience in both practical and teaching activities. In February 2009, the institute was given the territory of the 847 Rescue Center with a total area of 33 hectares. Currently, active construction of educational buildings, a training ground and other infrastructure of the institute is underway on the transferred territory.

Every year at the Voronezh Institute of the State Fire Service of the Ministry of Emergency Situations of Russia, ceremonial events are held dedicated to the oath of freshmen, Institute Day, Victory Day, Fire Protection Day and others.

Since July 2002, the institute has organized the publication of its monthly printed organ - the newspaper “Voronezh Firefighter”. The pages of the newspaper reflect the main events taking place in the educational institution, the Voronezh garrison, and the country. Information exchange has been established with component regions.

For the purpose of spiritual and cultural education of personnel, cohesion of the institute’s staff, provision of drill training rituals and ceremonial events, in 2003, a brass band was created at the institute from among a variable composition, and musical instruments were purchased.

Every year the orchestra is replenished with newly admitted 1st year cadets. Daily orchestra rehearsals are organized and the repertoire is updated. The orchestra provides accompaniment for the institute's ceremonial formations, personnel drills and other events requiring musical accompaniment.

Since 2004, the institute has had a vocal ensemble “PHOENIX”, which consists of employees and cadets of the educational institution. The vocal ensemble constantly takes part in the annual competition-festival of performers of soldiers’ and patriotic songs “Defenders of the Fatherland”, held in Voronezh, amateur art competitions in the Russian Ministry of Emergency Situations, as well as in general institute and city cultural events.

In 2004, the staff of the institute recreated the fire train of the Meshchansky police station, which protected Voronezh from fires in the 19th century (uniform and fire-fighting equipment).

The convoy participates in most ceremonial events - graduation of young specialists, swearing in of 1st year cadets, celebration of Institute Day, as well as in citywide events.

Every year, cadets of the institute participate in city cleanup days to improve parks, squares and other places of interest in Voronezh.

A set of events of a cultural, educational and patriotic nature is carried out with the cadets of the institute. For the work carried out in this direction in 2008, by the decision of the board of the Russian State Military Historical and Cultural Center under the Government of the Russian Federation, the institute was awarded the Badge of Honor “For active work in the patriotic education of citizens of the Russian Federation.”

The institute has organized the implementation of a program for training schoolchildren in Voronezh in fire safety rules, which was developed by the Ministry of Education jointly with the regional department of the Ministry of Emergency Situations of Russia. Institute cadets conduct scheduled classes with schoolchildren to study fire safety rules. The institute and the cadets have received numerous thanks from the administrations of educational institutions of secondary education in Voronezh and parents of students.

The Voronezh Institute of the State Fire Service of the Ministry of Emergency Situations of Russia was created on the basis of the Voronezh Fire-Technical School of the Ministry of Emergency Situations of Russia in 2008. In turn, the Voronezh Fire Technical School, one of the youngest educational institutions of the State Fire Service of the Ministry of Emergency Situations of Russia, was created in 1993 on the basis of the fire protection training center of the Voronezh Regional Internal Affairs Directorate. Today the institute has a training base, equipped classrooms, a computer class, a library, a gym, a stadium, sports equipment for fire-applied sports, a training tower, and a heat and smoke chamber.

In the training fire department, cadets learn to apply their acquired knowledge in practice, in addition, they go out and work on real fires. In the summer, classes with cadets are held at the institute’s country base, located in a picturesque area of the Voronezh region, on the banks of the Don River. All this allows the institute to successfully train specialists for the State Fire Service of the Ministry of Emergency Situations of Russia. During the existence of the educational institution, 3591 (as of 2010) young fire specialists graduated, of which 307 with honors. Graduates of the school serve in 43 regions of Russia.

The Institute provides training in the specialty "Fire Safety" on a full-time and part-time basis.

History of the Voronezh Institute of State Fire Service of the Ministry of Emergency SituationsRussia

In 1930, with the development of industry in the Voronezh region, it became necessary to replenish the fire department with qualified workers; fire-technical workers and command staff were required.
In this regard, a project for the construction of a fire brigade training building was approved. The construction site was allocated along Koltsovskaya and Verkhne-Streletskaya streets (currently the intersection of Koltsovskaya and Kutsygina streets). In September 1932, construction of the educational building was completed. There was a garage on the ground floor, with classrooms above it. On the third floor there were chemical and physical laboratories. In a one-story extension in the courtyard there was a dormitory for cadets of the regional one-year fire-technical courses. The end part of the building, facing Verkhne-Streletskaya, was a dining room for cadets, while the remaining rooms were occupied by apartments.
Boris Yalovsky was appointed the first head of the regional fire-technical courses. The first set consisted of 36 people - 35 men and one woman. Since 1934, this has been a 2-year fire school, two years later - again training courses for junior command staff of city fire departments, and later - the 3rd fire department of Voronezh until 1941.
The building was destroyed during the war, but was completely restored in 1948. The general appearance remains the same today. Since 1974, the building housed the Department of the State Fire Service of the Voronezh Region.

According to the order of the Main Directorate of Postgraduate Education of the Ministry of Internal Affairs of the USSR, cadets from the Karelian Autonomous Soviet Socialist Republic, Krasnodar and Stavropol territories, Arkhangelsk, Voronezh, Lipetsk, Moscow, Novgorod, Tambov, Tula and Yaroslavl regions were enrolled in the study.
On February 6, 1970, the detachment was allocated a plot of 3.5 hectares for the construction of a complex of structures for the Training Fire Brigade for 150 people on Krasnoznamenaya Street in the Leninsky district of Voronezh. On May 12, 1971, the detachment received an Act on the provision of the specified land plot for indefinite use. In the meantime, the detachment was stationed in the Zheleznodorozhny district of Voronezh (Oktyabrsky Prospekt, 124). The training fire department with all utility and service premises was located in the former building of the 4th paramilitary independent fire department, which was built during the first five-year plans.

Graduates serve in 43 regions of Russia. The Institute trains specialists mainly for the Central, Southern and Volga-Ural regional centers and special fire protection authorities. Every year, an average of 200 cadets graduate from the institute, about 10% of them with honors.
At the moment, the institute has a high-quality educational base, equipped classrooms, computer classes, a library, a gym, a stadium, sports equipment for fire-applied sports, a training tower, a psychological training area, and a heat and gas smoke chamber.
In the training fire department, cadets learn to apply their acquired knowledge in practice, go out and work on real fires. In the summer, the recruitment of applicants, the initial professional training course and part of the practical training with cadets are carried out at a country training base located in a picturesque area of the Voronezh region, on the banks of the Don River, near the village of Gorozhanka.
All this allows the institute to successfully resolve the issue of training specialists for the State Fire Service of the Ministry of Emergency Situations of Russia.
