Travel allowances for students. Social support for schoolchildren and students

Students are a social stratum that needs support. Financial assistance from parents and scholarships do not always provide the opportunity to provide oneself with the necessities. In addition, not every student has such sources of income.

Even under the best circumstances, there may not be enough funds for basic things, so benefits for full-time students are of particular relevance.

Benefits for students

Benefits are special preferences for a limited group of people united by some characteristic.

Student benefits are basically discounts on travel, housing and the like.

In most cases, benefits for students are in the category of general benefits, but the benefits provided by the benefits are aimed specifically at the student audience. What does it mean?

For example, especially for students, the city administration or city transport department may introduce a special route to educational buildings from student dormitories. Any citizen can use public transport along this route. However, this route was introduced for the convenience of students.

The basic rights, responsibilities and benefits of students are enshrined in the Federal Law “On Education in the Russian Federation” dated December 29, 2012. In 2019, the state provides students with the following social guarantees and benefits:

  • The choice of educational organization, form of education, determination of the educational plan, choice of elective and additional subjects;
  • For a social scholarship;
  • To provide conditions for training;
  • Respect for human dignity, protection from all forms of physical and mental violence, personal insult, protection of life and health;
  • To freedom of conscience, information, free expression of one's own views and beliefs;
  • For vacations, academic leave, transfer to another educational organization, reinstatement in an educational organization, combining education with work;
  • To participate in the management of an educational organization, familiarize itself with its certificates, charter, license and other documents;
  • For free use of library and information resources, educational, production, scientific base of an educational organization;
  • For the use of medical and health infrastructure, cultural objects and sports facilities of an educational organization;
  • To develop their creative abilities and interests, participate in competitions, olympiads, exhibitions, shows, physical education events, sports events, including official sports competitions, and other public events;
  • To participate in research, scientific and technical, experimental and innovative activities carried out by an educational organization;
  • For training and research, internships and academic exchange, including to foreign educational organizations;
  • To publish your works in publications of an educational organization free of charge;
  • To be rewarded for success;
  • To receive information from an educational organization about the employment situation of the population of the Russian Federation;
  • For the provision of a hostel;
  • For a deferment from conscription for military service in accordance with the established procedure;
  • On the way.

Other academic rights and freedoms may be contained in the federal legislation of the Russian Federation, regional legislation, and local regulations.

Additional support measures are also provided for orphans and persons belonging to other categories of beneficiaries.

Let's take a closer look at transport benefits.

This benefit is regulated and provided by regional legislation. Accordingly, the procedure and conditions for its provision are also regulated by the regions. In most constituent entities of the Russian Federation, full-time students on contract and budget training options are given the right to travel by rail with a 50% discount on the standard ticket price.

This benefit applies to travel on intercity trains and commuter trains from September 1 to June 15. In the Pskov region, for example, such a benefit is valid until June 30. In the Moscow region, travel benefits are provided to all students, regardless of the university and region they study at. But in Crimea, travel benefits will apply only to students of Crimean universities. In the Tver and Novgorod regions, the benefit for students does not apply to all directions of travel. A travel ticket is issued on the basis of a student card on the day of the trip. It is possible to apply for preferential travel on a social card, for example in Moscow, or to obtain a preferential travel subscription.

Full-time students are temporarily exempt from military service. The deferment of conscription is valid for the entire duration of full-time study. In addition, it continues to apply when entering graduate school.

Persons with academic degrees are not subject to conscription.

Thus, successful completion of graduate school and the mandatory defense of a candidate's dissertation exempts males from mandatory conscription.

In 2019, students studying under a contract have access to tax deductions in the amount of 13% of the amount of tuition fees, while the amount of the deduction cannot exceed 13% of the maximum payment amount - 120,000 rubles. Thus, the maximum you can return is 15,600 rubles (120,000 * 13%).

Please note that in order to withhold, you need to contact the Tax Service. And to receive a deduction, the student must be officially employed and pay income tax.

What documents will you need when contacting the service?

  • Completed declaration application (the form is issued at the Tax Service office);
  • A copy of the agreement with the university;
  • Documents confirming expenses;
  • A certificate confirming payment of income tax (2-NDFL).

Full-time students receive a scholarship. This provision is enshrined in Art. 36 of the Federal Law “On Education”, which also indicates the categories of students to whom the scholarship is awarded. There are state academic and social scholarships. The first is assigned to all students studying full-time at the expense of budget funds. A social scholarship is assigned to a strictly defined category of persons specified in paragraph 5 of Article 36. The minimum scholarship amount for university students is 1,484 rubles, and for secondary vocational students - 539 rubles.

In addition to the scholarships mentioned above, the following are awarded:

  • state scholarships for graduate students, residents, and assistant trainees;
  • scholarships of the President of the Russian Federation and scholarships of the Government of the Russian Federation;
  • personalized scholarships;
  • scholarships for students awarded by legal entities or individuals, including those who sent them to study;
  • scholarships for students of preparatory departments.

Regions and educational institutions can also set their own scholarships.

Students can apply for accommodation in a dormitory; this right is granted to them by the Federal Law “On Education”. But the procedure for provision is established by each educational institution separately, in addition, not all of them have a housing fund for students on their balance sheet.

Students are given free access to all municipal and state museums and libraries. In addition, some private institutions may provide students with discounts on services. For example, discounts in shopping centers, shops or cafes.

Benefits for working students

Students who work have the right to officially go on vacation three times during the year in order to take the exam and prepare for it. The leave is issued at the request of the educational institution, which sends a certificate of summons to the student’s place of work.

Students in their final years are given additional leave to write their thesis.

Important! All leaves are provided to the student with preservation of income, i.e. the employer is obliged to pay the student while he is studying and cannot attend work.

Evening students are not entitled to paid leave to prepare for the session and take exams. The university can accommodate the student and provide him with the opportunity to take the exam during the period when he is free from work. Sometimes training according to an individual plan is allowed.

Study leave is provided only at the main place of work; it can be added to annual paid leave.

Benefits for student parents

Students who become parents have a number of discounts on housing and household services, provided that the family is low-income. They can study according to an individual plan and take exams at a time convenient for them.

Another significant benefit for parents is the opportunity to take care of the child.

Thus, the law creates a number of special conditions for student parents in order to alleviate their situation and enable them to complete their education.

Financial benefits

Students at college, university and other higher education institutions have the opportunity to take out loans for educational needs. Some leading banks offer their loan products to students and applicants, attracting them with a reduced interest rate.

An educational loan is not issued to the student in person, but is transferred to the account of the educational institution in tranches (for each semester). Favorable conditions are offered by Gazprombank and Post Bank.

Benefits in the regions

Regional authorities are developing their own programs to support students. For example, in Moscow, university students are issued a student social card. It gives you the right to discounted travel on public transport, trains, trains and planes. With its help, you can pay in stores, receiving additional discounts, and also take out loans on favorable terms.

In St. Petersburg, school and student discounts are available in many private clinics and dental offices. Most travel agencies offer special educational excursion programs for school and university students at reduced prices.

The authorities of the city of Ufa do not have sufficient funds to organize additional benefits for students of schools and universities. However, the Ufa administration managed to develop a project to promote the employment of students during the summer holidays. Thus, schoolchildren and students can earn the money they need legally.

There are several suburban routes in Novosibirsk that provide discounted travel for school and university students. The discount applies to holders of special cards issued by educational institutions.

Starting from 2019, all Ugra students from among the small indigenous peoples of the North studying at universities and technical schools will be able to receive compensation for training costs in the amount of up to 100,000 rubles. Previously, only students from low-income families could take advantage of this right.

Benefits for orphans

The legislation provides a slightly more extensive list of benefits for such a vulnerable segment of society as orphans. These include:

  • the right to study in preparatory departments of educational institutions at universities at the expense of budgetary funds;
  • the right to receive full-time education at the expense of the budget. At the same time, they are fully supported by the state until the completion of their educational programs, regardless of their age, an annual allowance for the purchase of educational literature and writing materials;
  • annual allowance for the purchase of educational literature and writing materials;
  • graduates of organizations for orphans and children left without parental care during the holidays, on weekends and holidays can be enrolled in this organization for free food and accommodation for the period of their stay there;
  • provision, at the expense of federal budget funds, of a free set of clothing, shoes and soft equipment, or replacement, if desired, with a cash payment to an insured account in a banking organization;
  • for the entire period of academic leave for medical reasons, maternity leave, parental leave until the child reaches the age of three years, the student retains full state support and is paid a state social scholarship;
  • providing free travel on city and suburban transport, in rural areas on intra-district transport (except taxis), as well as free travel once a year to the place of residence and back to the place of study.

The above security measures apply in the event of:

  • full-time training in basic professional educational programs in federal and regional state educational organizations;
  • orphans;
  • children left without parental care;
  • children who lost both or only parents during their education.

Regional authorities can also establish measures to provide for orphans by allocating funds from the budget of a constituent entity of the Russian Federation. To obtain information about regional support measures, you should contact the educational organization at the place of study or the local administration.

Social payments are an integral part of the state budget. A significant portion of government payments goes towards student benefits. The young promising generation also needs financial support during their studies. Social payments to students include the following types of material incentives:

  1. State academic scholarship;
  2. Material aid;
  3. Payments to orphans;
  4. for students in need;
  5. Special and personalized scholarships.

Payments to full-time students

Social payments to full-time students are formed from budgetary funds of the Russian Federation and the scholarship fund of the educational institution.

State academic scholarships are paid only to full-time students on a budgetary basis. The amount of the scholarship is indicated in the order of the rector of the educational institution. It cannot be less than the basic amount of the scholarship established by the law of the Russian Federation (for 2013 it is 2100 rubles).

The results of the examination session determine the amount of the state scholarship (except for first-year students in the first semester). For students who have excellent grades, the scholarship increases significantly (at MSU by 25%).

Successful students who have good and excellent results during the examination session can count on a state scholarship.

Procedure for paying scholarships to students:

  • If the student’s session was extended for a valid reason and he passed it on time, the scholarship is awarded as usual;
  • If a student returns from academic leave, taking into account the results of the session preceding the leave, a state scholarship is awarded;
  • The state scholarship is paid to a student who has been reinstated after expulsion for a valid reason;
  • If a student is expelled, the state scholarship is not paid from the first day of the month following the expulsion.

  • Victims of the accident at the Chernobyl nuclear power plant and as a result of other radiation disasters;
  • Children from low-income families.

The abovementioned students must provide the scholarship committee with the documents that confirm their membership in these categories.

The procedure for paying a social scholarship:

  • If a student has a debt during the examination session, the payment of the state social scholarship will resume only after its liquidation from the moment when the payment was suspended;
  • If a student is expelled, the scholarship will cease to be paid.

A social state scholarship does not exclude the student’s right to receive a state academic scholarship.

Payments to orphan students

In addition to the state social scholarship, the following payments are provided to orphan students:

  1. Providing food (monthly payment 183 rubles);
  2. Providing clothing and shoes (annual payment 30,240 rubles);

  • A special state scholarship of the Government of the Russian Federation is provided for students who have distinguished themselves in educational and scientific activities (for graduate students 3,600 rubles per month, for undergraduates 1,440 rubles per month). The Academic Council nominates candidates from students from the third year of study.
  • Scholarship of the President of the Russian Federation for studying abroad. Students with high academic performance who are involved in research work may be candidates for this scholarship. Applicants for this scholarship are students with outstanding academic achievements, authors of discoveries, inventions, and articles. The list is approved by the Council of Rectors on the recommendation of the Academic Council.
  • Students with outstanding academic achievements can count on personal scholarships from the governor.

Maternity payments to students

They pay not only to budget students, but also to commercial students. For a student studying on a budget who receives a state academic scholarship, the amount of the benefit is the same as the scholarship. Thus, the scholarship is doubled. For commercial students, the amount of the benefit should not be less than the amount of the scholarship established by law (2100 rubles).

When providing a certificate of pregnancy (up to 12 weeks), the student can count on additional benefits.

Compensation payments to students

If a student studies on a budget and is on academic leave for medical reasons, then he is assigned compensation payments.

They are paid at a rate of 50 rubles monthly, and in regions with regional coefficients, the size of the payment is set taking into account the corresponding coefficient. The actual stay of the recipient during the vacation does not affect the established amount of payment.

Also, educational institutions can pay additional compensation to students at the expense of these institutions.

There are two groups of students: schoolchildren and students. In Russia, schoolchildren include persons enrolled in primary and secondary educational institutions. This group also includes people studying in institutions classified as secondary education. Students are considered citizens of the Russian Federation who are receiving education at universities on a full-time, part-time or evening basis, as well as studying in secondary vocational educational institutions. You will need the following sample documents.

Students studying on a paid basis can return 13% of the money spent on their studies. Lifehacker tells more about how to get a tax deduction.

Healthcare

Many educational institutions offer vouchers to sanatoriums and health centers. To go there for free or with a significant discount, a student needs to find out whether his university provides such vouchers, and then submit the appropriate application.

Benefits for working students

Apply mainly to those who receive their first higher education. For employees studying at universities on a part-time and part-time basis, the employer provides leave to undergo intermediate and final certifications. This benefit applies to working students studying in institutions with state accreditation.

Transport

Trains and electric trains

Russian Railways provides discounts as part of the Russian Railways Bonus student loyalty program. Unfortunately, you can only get a 25 percent discount when purchasing tickets for compartment cars on branded trains.

Travel on commuter trains is much more affordable for students: the discount on season tickets from September 1 to June 15 is 50% of the full price (valid in most regions).

Intracity transport

Discounts on travel on the metro, buses, trolleybuses, trams and minibuses are not regulated at the federal level, but certain student benefits are provided by regional transport services.

For example, students can enter the Tretyakov Gallery for free on the first and second Sunday of every month, and the Hermitage with a student card can be freely entered on any day.

International benefits

ISIC

The ISIC international student card is available for schoolchildren over 12 years of age, students of secondary specialized and higher educational institutions. ISIC card discounts are available in 130 countries around the world, many of them are available in Russia. The card will be especially beneficial for traveling students: you can get discounts on tours, air tickets and accommodation in hostels and hotels.

Work and Travel

Perhaps the most popular student exchange program. Participation in Work and Travel provides an opportunity to find work in the service sector in any of the 50 states of America. Unfortunately, participation in the program involves significant financial costs; students search for housing on their own, and many applications are completely rejected. Full-time students with a level of English knowledge of at least Intermediate can participate in Work and Travel.

Despite the fact that the amount of student scholarships increases every year, it is not possible to say that students can live on this money. It should be noted that the education system provides, in addition to social scholarships, various types of additional scholarships for academic success. Indeed, a scholarship of 1,300 rubles a month does not allow students to fully support themselves. However, students have a number of benefits and discounts, using which you can save a lot of money.

Travel benefits for students

In railway transport

Since 2012, during the educational process, all full-time students at various institutions can take advantage of a 50% discount on travel on commuter trains. In 2018 - 2019, the right to take advantage of discounts on travel on trains and electric trains is determined by each constituent entity of Russia independently. The discount on train travel upon presentation of a student card can be 50%. This benefit is valid only during the academic year. To confirm your right to take advantage of this discount, you must present a student ID or a certificate confirming your studies at the relevant educational institution.

What other benefits and discounts on travel do students have?

In any city in our country, you can use public transport services at different prices. In any case, for students this type of service is much cheaper. For example, in the capital, for this you need to apply for a student social card, with which a subway ticket will cost 350 rubles per month. A subscription for an ordinary citizen is about 2,500 rubles. Agree that the difference is significant.

Benefits for students for the cultural program

The Federal Law “On Higher and Postgraduate Professional Education” in Article 16 secures the right of students to free visits to museums and library systems of state property. However, there are cases of violation of this document when, for example, cultural institutions offer students to visit an exhibition at a reduced price.

Cinemas often offer discounts to students. But you can only use them at a certain time or day of the week. The discount can reach half the price.

Often other establishments also offer preferential options for visits, which include theaters, zoos, interest clubs, etc.

Benefits for students in the healthcare sector

According to Alexey Kazak, the main trade union leader of the entire Russian student body, students have the opportunity to relax in a sanatorium absolutely free of charge, or with a significant discount. Vouchers to health resort treatment institutions are purchased by universities for their students, and more detailed information can be obtained from the local university branch of the trade union.

Another option to get a discount in the healthcare system is a health insurance policy, which a number of companies offer to students under special conditions. The discount can reach 10%.

What tax breaks are available for students?

Students studying on a paid basis have the opportunity to return 13% of the amount paid for training. This is possible if the student himself or his parents pay for the services of the educational institution. Only in this case the amount is not subject to income tax. To receive a refund, you must write an application and attach the necessary documents to the tax service.

In addition, full-time study allows students to receive a deferment from military service until graduation. There is no material benefit in this “benefit,” but a number of young people enter universities precisely to get a deferment.

For out-of-town students, many educational institutions offer dormitory accommodation at a reduced price.

Other additional benefits for students

A number of Russian educational institutions regularly provide certain categories of their students with free food vouchers. These requirements include socially vulnerable students, for example, orphans or people from low-income families.

When traveling around the world, students receive significant financial support from an international student card called ISIC. This document allows you to receive significant discounts on various types of services and goods in more than 60 countries, including Russia. To become the owner of this card, just fill out an application on the website and make a payment in the amount of 500 rubles.

An international student document allows you to take advantage of more than twenty thousand discounts in different parts of our planet. This document will become a treasured pass to a wide variety of events and establishments around the world. Considering the dynamic student life, when the desire to learn new things is overflowing, an international student card allows you to do this with a certain benefit for its owner.

More specifically, this document allows you to save from 5 to 100 (!) percent of the cost of living in hotels and hostels, traveling on various types of transport, including air travel. In addition, you can get a discount when visiting theaters, museums, exhibitions and other institutions around the world.

In the recent past, discounts were only available abroad. Today, Russian companies are gradually starting to become involved in the number of companies providing benefits to students. Services provided at a discount in our country include language courses and driver training courses.

In addition to the ISIC card, there are several other options for similar services, which can be found in more detail on the official websites. Such cards include EURO<26, IYTC, ITIC. Стоимость их колеблется в районе 400 рублей, а получить их можно сделав соответствующую заявку во всемирной сети, или в международной молодежной организации.
